Propuesta de implementación de un sistema de gestión de la seguridad y salud en el trabajo en el edificio central del Gadc-Guaranda

Abstract

RESUMEN: La seguridad y salud ocupacional es considerada uno de los pilares fundamentales en la gestión de instituciones y empresas a nivel local, nacional e internacional. El objetivo de la presente investigación fue desarrollar una propuesta de implementación de un Sistema de Gestión de Seguridad y Salud en el Trabajo (SG-SST), basado en la Norma ISO 45001:2018, para el edificio central del Gobierno Autónomo Descentralizado del Cantón Guaranda (GADC-G). La propuesta está orientada a la reducción de los riesgos laborales con la finalidad de garantizar la integridad física y metal de los trabajadores. Se utilizó una metodología de campo, a través de un Checklist diseñado para evidenciar el nivel de cumplimiento de la norma, donde el valor obtenido fue de 7,13% lo cual está relacionado con la falta de justificación documental en temas referentes a la SG-SST. La evaluación de riesgos de accidente (NTP 330), determino que el GADC-G presenta riesgos bajos, medios y altos; este último no se debería comenzar hasta que se haya reducido el riesgo. Es por esto que para encaminar al GADC-G, hacia una cultura de prevención y control de riesgos laborales se elaboró un manual con la respectiva metodología que da cumplimiento a la Norma Internacional ISO 45001:2018, la cual ya puede ser aplicada y estar vigente a partir del primer semestre del año 2023, y que en concordancia con el crecimiento de la institución considera la Certificación ISO 45001:2018, a finales del 2023. ABSTRACT: Occupational health and safety are considered fundamental pillars in managing institutions and companies at local, national, and international levels. The objective of the present investigation was to develop a proposal for the implementation of an Occupational Health and Safety Management System (SG-SST), based on the ISO 45001:2018 Standard, for the central building of the Decentralized Autonomous Government of Guaranda Canton. This is why to route the GADC-G towards a culture of occupational risk prevention and control, a manual was prepared with the respective methodology that complies with the International Standard ISO 45001:2018, which can already be applied and be in force as of the first semester of 2023, and that Following the growth of the institution, it considers the ISO 45001:2018 Certification, at the end of 2023.
